The Big Read
Trump Rules Out Iran Strikes Until After November 3
Trump said in a Truth Social post that the US "will not be attacking Iran at any time prior to the Midterm Elections" on November 3. He called Tehran talks "productive," a turn from his San Antonio rally Wednesday night, where he said a deal "isn't really something that I want to do."
Brent crude jumped more than 4% to above $104 a barrel Thursday after he told reporters Wednesday that renewed strikes before the election were under consideration. Gas averaged $4.36 a gallon nationally on Thursday, up roughly 40% from a year ago and from $2.98 just before the war began in late February.
Maduro and His Wife Hit With New US Torture Charges
Prosecutors added torture charges against Nicolás Maduro and his wife, Cilia Flores, saying thousands of Venezuelans and some Americans were tortured to keep them in power. The superseding indictment unsealed on Thursday cites electric shock, asphyxiation, starvation and threats against victims' children, and says Flores ordered people tortured and tracked specific prisoners.
Maduro's attorney said his client denies the new charges, and a judge on Thursday rejected Flores' request to leave a Brooklyn detention center for house arrest. Both have been jailed in New York since US forces seized them in a January raid in Caracas, and their trial is set for June 2027.
Microsoft and Adobe Barred From Green Card Labor Program
The Labor Department suspended Microsoft and Adobe from its green card labor certification program, along with Infosys, Tata, Wipro and three other firms, freezing new applications. Vice President Vance accused Microsoft of replacing American workers, citing 6,000 layoffs, and said "no company in the US has abused this system more than Microsoft."
Microsoft said 80% of its roughly 6,000 H-1B filings last fiscal year covered existing employees, and that "the vast majority" of its US workers are Americans. The suspension came the same day Trump was set to award the National Medal of Science to CEO Satya Nadella, who moved to America from India.

Deep Dive
Army Report Details What Went Wrong in the Deadly DC Midair Collision
What it is: The US Army released its review Thursday of last year's collision between a Black Hawk helicopter and an American Airlines jet near Reagan National, which killed 67 people. Families of the victims had pressed for months to see the report, completed in May, and shared a copy with the AP hours before its release.
The detail: The report's author, a lieutenant general, called two broken radio transmissions "the most salient contributing factor," since they helped keep the crew from identifying the landing jet. The pilots wore night-vision goggles that narrowed their view, and the route allowed just 75 feet of vertical separation from planes landing on Reagan's secondary runway.
Why it matters: The Army inspected and reconfigured all 3,585 affected helicopters after finding the Black Hawk's location-broadcasting system inoperable, and is reviewing helicopter flights near other major cities. That review covers Los Angeles and the Seattle-Tacoma region, so the fallout from one crash over the Potomac now reaches military helicopter routes far beyond Washington.
What to watch: Families of Flight 5342 want Congress to require collision avoidance technology on aircraft, while lawmakers still negotiate a compromise between separate House and Senate aviation safety bills.
