The Big Read
Trump Moves to Loosen Biden-Era Methane Limits on Drillers
President Trump was expected Tuesday to unveil plans to loosen a Biden-era methane rule while campaigning in Texas, aiming to spur drilling amid high fuel prices. The rollback would scrap the EPA's Super Emitter Program, which requires firms to fix major leaks, and set looser standards for small oil and gas wells.
Methane is responsible for about a third of planet-warming greenhouse gas emissions, scientists estimate, and oil and gas operations are the largest industrial source of the gas. The move adds to a steady dismantling of Biden climate policies, including revoking a key scientific finding, lowering fuel economy standards and targeting power plant limits.
DNA Ties Ted Bundy to Another Utah Teen's Murder After 52 Years
Utah authorities used advanced DNA technology to link serial killer Ted Bundy to the 1974 murder of Melissa Ann Smith, a local police chief's 17-year-old daughter. Smith was found by hunters in October 1974, and evidence gathered after officials identified Laura Ann Aime as another victim in April helped crack her case.
Bundy, executed in 1989, has been linked to at least 30 murders nationwide, and Utah officials said more cases connected to him are still being examined. "With every case closure may we stomp the memory of Ted Bundy out," Sgt. Mike Reynolds said, while Sheriff Rosie Rivera told cold-case victims "there is hope out there."
Southwest Flood Damage Could Reach $300 Million in New Mexico
Rainstorms tied to an El Niño-driven hurricane season left thousands displaced or digging out across the Four Corners last week, hitting Farmington, New Mexico, especially hard. The San Juan River grew 13 times larger in just 36 hours, according to National Weather Service gauge data in Farmington, a city of roughly 46,000.
Gov. Michelle Lujan Grisham said she hoped recovery would cost only $30 million to $40 million, but warned it could run $200 million to $300 million. The federal government has partially granted New Mexico's emergency declaration request, and the governor signed orders freeing another $8.25 million in state funding for flood response.

Watchdog Puts EPA's East Palestine Safety Claims Under Review
What it is: The EPA's inspector general opened an investigation Tuesday into how the agency handled the 2023 East Palestine derailment, after residents and Vice President JD Vance pressed for a review. The toxic crash on the Ohio-Pennsylvania border was the worst rail disaster in more than a decade, forcing evacuations before officials burned vinyl chloride from five cars.
The detail: Investigators will determine whether the agency had "sufficient data to support the agency's public communications" that told residents it was safe to return home and live there. Testing experts have questioned whether shared data obscured risks, since health standards generally measure exposure to a single chemical, not the cocktail released in East Palestine.
Why it matters: East Palestine resident Jami Wallace has tracked more than 80 people nearby who developed cancer since the derailment, though proving every illness is directly linked remains difficult. Meanwhile, Norfolk Southern's $600 million settlement with residents remains largely tied up in court, and a separate federal deal still awaits a judge's approval after two years.
What to watch: Wallace is unsure how much good the probe will do, but said "people know that we're here and that we are not OK" thanks to renewed attention. Also watch Norfolk Southern's proposed $85 billion merger with Union Pacific, which would create the nation's first transcontinental railroad and still faces an extensive regulatory review.
